General Statement of Duties
Performs case management functions, and performs
other tasks associated with the recruitment, assessment, training, and
placement of unemployed or underemployed adults and youth in a
multi-county area.
Distinguishing Features of the Class
Employees in
this class are responsible for a variety of workforce development
programs and activities including
recruitment, intake, assessment, eligibility determination, case
management, enrollment, counseling, employment placement, and follow-up
of program participants that are
associated with the workforce development program, assisting
participant in the use of Workforce Investment Act funds for college
programs, explaining the scope of program delivery, and possibly
making referrals to other county service agencies. Employees are
involved in intensive case management, Welfare to Work
programs, dislocated worker programs,
youth employment, and other programs under the Workforce
Investment Act. Employees ensure continuity and complete services are
provided to the clients by being aware of the needs of the program
participants. Work requires the
employee
to utilize tact and firmness
in
dealing with
difficulties
generated
by
the participant or employer. Work is
performed in an administrative environment. Work is performed
under the general supervision of the Workforce Development Director and
the position is supervised by the Program Coordinator.
Duties
and Responsibilities
Essential
Duties and Tasks:
Meets one on one with job seekers at a JobLink Center to assist with
locating potential employment and
related information; assists with completing job orders, reviews
profile sheets, refers to other
agencies as appropriate, assists with resume and cover letter
preparation and faxing resumes to potential employers.
Performs assessments of clients including administering and interpreting
various career and aptitude inventories, interviews, and other research
to identify appropriate strategies.
Identifies potential employers and develops work site agreements,
contracts or related documents;
conducts follow-up and evaluation of participant placements to provide
counseling and problem-solving for clients and employers; assists
clients with transportation and other basic needs.
Assists clients with development of training needs and career plans;
assists with identification of courses, class scheduling, job placement,
etc.
Works with out of school youth on work experiences, GED completion,
counseling and
other agency referrals.
Coordinates various agencies in insuring coverage, operating facilities,
scheduling,
procurement of supplies, information
technology, and work group agreements in JobLink Centers;
develops and monitors systems of information and data collection related
to outcome measures; analyzes data and prepares reports as needed;
coordinates program goals with Workforce Development Board.
Participates in marketing and public education of programs for clients
and employers; works with Business Services Rep to assess employment
needs and opportunities.

Skills, and Abilities:
Considerable knowledge of the Workforce Investment Act including all
applicable policies
and procedures.
Knowledge of case management, career counseling, and employment training
and placement
practices and procedures.
Knowledge of the physical, economic, and social characteristics of the
service delivery area.
Knowledge of available services within the service delivery area.
Knowledge of the application of information technology and ability to
use it in daily
programming.
Working knowledge of the application of psychometrics and inventories to
career development
planning.
Ability to establish and maintain effective communications with
participants, program
staff, employers, training professionals, businesses, contractors, and
the general public.
Ability to work with clients collaboratively and to apply creativity and
effective problem-solving, facilitation and mediation skills to address
barriers to program success.
Ability to proactively market programs to the public and recruit
individuals to participate in the programs.
Ability to prepare and maintain a variety of records and reports.
Must be computer literate-Microsoft Office and Web based programs
Physical Requirements:
Must be able to physically perform the basic life operational functions
of fingering,
talking, hearing.
Must be able to perform sedentary work and exert up to 10 pounds of
force occasionally.
Must possess the visual acuity to perform extensive reading,
administrative, and computer work.
Desirable
Education and Experience:
Graduation from
an accredited college or university with a degree in human
services, human resource management,
psychology, business, or social work and some related experience;
or an equivalent combination of education and experience.
Special
Requirement:
Possession of a
valid North Carolina driver's license.

of Duties
Serve
in the Northeastern North Carolina 10-county region as an Intermediary
between “green” area businesses,other employers in the region, Northeastern
Workforce Development Board (NWDB), and the SESP Project Advisory Committee.
Duties and
Responsibilities
With Grant
Project Manager, recruit, organize and facilitate the Green Business Owners
Coalition.
Serve as an Intermediary for regional green business owners in conjunction
with NWDB grant project manager, business services representative, and
advisory committee to convey employment and training needs.
Assess area employers in order to develop “green collar” jobs and projects
and connect them to resources.
Assist with marketing and public education of Energy Sector/Northeastern
Team initiative
Attend and participate in appointed meetings, seminars, trainings, community
outreach
Contribute to team
efforts by accomplishing related results based on area needs and grant
requirements
Develop/Research career ladders
Coordinate efforts with grant project manager
Other duties as assigned by Grant Project Manager and NWDB Director
Skills/Qualifications Preferred
Building trade
related training/ certifications
Certified green consultant and/or other green technology certifications
Green products and services knowledge
Market knowledge
Green industry professional within the NWDB 10 county region

Specifications
Contracted
position with Northeastern Workforce Development Board for a maximum of 20
hours per week per contract year, through Jan, 28, 2013. Negotiable hourly
rate. Travel throughout region required. Housed at Albemarle Commission.
