On April 24, 2020, the Division of Health Service Regulation issued a Memorandum to Adult Care & Family Care Homes in North Carolina regarding temporary waivers that were implemented in response to the COVID-19 pandemic. These waivers are outlined in Executive Order 139, signed by Gov. Roy Cooper on May 12, 2020. While the purpose of these waivers is to protect the health, safety and well-being of residents in long-term care facilities, the NC Regional Long-Term Care Ombudsman Association voiced concerns about the potential effects of lessening the regulatory requirements, even temporarily, for these facilities. The Region R LTCO office continues to be aware of issues that affect the residents in our long-term care population and the potential impact that this may have on residents who do not have ready access to the Ombudsman or regulatory agencies.
